Washington State’s “Puppy Mill” Bill Passed! Beginning January 1, 2010, dogs in
certain breeding facilities will have protections they have never
had before.
The Washington State Legislature enacted ESSB 5651 “Providing humanitarian requirements for certain dog breeding practices.”

“Seraphina’s Bill” Passed. SSB 5402 was named after
a rescued dog that survived severe neglect by her guardian prohibits people convicted of felony animal cruelty or repeated animal cruelty violations at any level from
